Not really, theory is that Hollywood casts Brits as villains because we sound sufficiently different to Americans but they can still understand our accents. And heroic characters like Wedge are Brits.

The original Star Wars trilogy was a comment on the U.S. war in Vietnam. The Imperial soldiers were Americans, fighting the Vietnamese and losing. The Death Star was the USAF, bombing Hanoi. An American accent is supposed to signify an outer-planet accent in their universe. That's why Vader spoke with an American accent, since he was from Tattooine. But I must admit that it did sound rather British through his breathing-machine.
