Yes, that's the point. However, it's awkward when the main character isn't the hero much less on "a hero's journey." So, as such, he is an essential non-main character, perhaps the deuteragonist.

Palpatine was the puppetmaster, pulling the strings, all for power..."UN-LIMITED POWAHHHHH!!!!!" But, I agree with the others, to more humanize than demonize the prequel trilogy, it needed to be a love story too, so the heart, the core of the prequel trilogy was Anakin and Padme's ill-fated, tragic love story. The prequel story as a whole in general was about the eternal struggle between love and POWAHHHHH!!!!!
