Yep. They denied Spelburg a chance to direct because he was American which led him to direct Indiana Jones "the American James Bond".

They probably always hire British commonwealth directors because (unlike Never Say Never Again) it's helps to make the Bond movies feel British, and is partly why they've continued for more than fifty years. Bond's two main American rivals jumped the shark after only two (Derek Flint) and four (Matt Helm) movies.

I don't think it would make a difference if they had an "American" direct a bond film. As far as back as Dr. No, all of the films are basically made by the producers and the studio, the director is not the only thing that makes the good films work.
Having an "American" direct the film wouldn't make it anymore British or not, quite frankly.
