Has there ever been a Frankenstein monster close to the novel ?
What I mean is where the monster is actually intelligent instead of the usual roar then strangle famously established by the Universal movies. I wonder if Frankenstein: The True Story (1973) is closer to the novel.

It would probably be Victor Frankenstein (1977).
You might want to check out Frankenstein (2004) too.

The monster on Penny Dreadful is probably the closest to the novel that I've seen on screen.

the closest to the novel is branagh's, and it still deviates in a lot of aspects, including that one. but at least they kept the creature's taste for english classical poetry(hinted) and music, and the creature reasons with his creator through spoken word, an important element of the novel, even though deniro was terribly miscast, unless he was supposed to be a cosa nostra creature.
frankenstein: the true story, a tv version of the 70s was also very deviant, but charming and kept the more epical tone of the novel in a better fashion than most adaptations. the idea of having a largely handsome creature that would decompose slowly was a very charming one.
