help me identify a movie from the 70's or the 80's.

i'll describe the only scene i can remember: there's a group of older men smoking cigars and drinking, music's there. then there's this 10-12yo boy who's brought up to the middle of the room (i guess the guys are in a circle around him). he's wearing jeans and maybe a shirt. one of these old guys puts his foot right in his crotch and he is forced to dance while he takes pleasure from it.

so which movie is this from and why did i watch it with my stepdad when i was 9?
