Executive summary for the tl;dr crowd: How low does someone's IQ have to be to find Dr Who entertaining?
Dr Who is the worst show in the history of television. The doctor is a weak character, every actor/actress has been dreadful, and the store is barely comprehensible. But that's not even why it is the worst.
Let me illustrate by telling a store. A couple go to a movie. As they arrive at the theatre a massive, technologically advanced, heavily armoured space ship arrives. Billions of killer alien robots are transported to the parking lot to conquer earth. Their weapons are defences are centuries beyond ours. The world is doomed, and there is absolutely no hope. Then the couple remembers they magic ray guy they carry in the glove box. With one shot they disable ship and all it's robots.
That is a horrible story. It is weak and lazy. I created an unsolvable problem and then abruptly resolved it out of the blue. The is the entire premiss of Dr Who. If his magic box or magic pen can't magically save the universe then the doctor himself becomes a magically invincible plot devices and saves the universe. The writers obviously have no respect for the intelligence of the fans or they themselves are proto-human level thinkers.
