I remember as a young child, late 1980's early 1990's watching this movie. I believe it was a horror / thriller. It involved a little boy playing the card game "I declare war" with another little boy. I think the second little boy was evil. They kept tying over and over. I believe a woman was trying to help the little boy. She may have been a psychiatrist. Please help me. I've been searching for this film for about a decade and cannot find it by any internet search.
