When you're living in a rough neighbourhood, just "working hard and studying book", is a much harder and less realistic thing then you'd imagine.

Most live in a single household in poor conditions, most likely single mother who can't afford rent so they resort to drug dealing or illegal activities.
Combine that with the fact education and schooling system is shit, it can be a dark place for people.
Imagine at the same time there's gangs, dealers everywhere, this sometimes also forces you into doing illegal things, I know enough people in prison because they brought a gun or dealt a lil bit to get by, which just led them on an even worse road.

There's a saying that's "It's hard to find the right path in a dark room", that applies here a lot. It's hard for someone to make the right choices without either knowing what those choices are or being near forced into making other choices.
