Just another ballot-box stuffing measure like those that former Chicago Mayor Richard Daly loved to use, except this would be "legal". If Obama could get enough new Democrats through such policies, then the fact that many of them don't vote for whatever reason would not matter.

In CA, the social services departments now send out voter registration to people who get government assistance or have Obamacare, and are too lazy to go out and register on their own. They also get instructions on how to get and send in absentee ballots.

Keep those voters fed and happy in front of their TV sets, and the elite ruling class can play political musical chairs forever.
