No, it means that, in the United States, in a situation where all things are equal, it is preferable to be White.

But wouldn't it be preferable because white people are more likely to be treated fairly? It's not that whites shouldn't be treated fairly, it's that all should be.

Which is of course, complete nonsense. In post affirmative-action era America, especially in urban areas, a black person arguably has an advantage over white people. There is special college aid available to black people. There are literally thousands of jobs that will hire you just because you're black. Yet, we're still supposed to buy into the idea that just because we happen to be white we were born on 3rd base? It boggles the mind that people still buy into this horse sh!t.
