Businesses closed and THEN they started shutting down daily life across the city of Baltimore, creating a panic that wasn't there.

After the funeral, people begin to protest again...but now the cops are fucking out of control. They feel like this crowd wants to erupt but it just needs the right motivation. They start antagonizing the crowds by showing up HELLA DEEP and banging their batons on their shields. This of course leads to shit like bottles getting thrown and rocks and shit.
