Hispanics and blacks don't seem to take the world into consideration when they have children. They just have them, live in squalor, and then people take pity on them. Sterilization would have been an appropriate precursor to welfare payments, but the taint of Nazism made that too distasteful. So we made the problem bigger by trying to make it better, now we so many of them not working we have to use positive discrimination just to give them work!
