Until the infrastructure collapses, america cannot send in people as it would be difficult politically to justify the expenditure (to both its own countrymen and the international council) and there is a risk that it may be drawn into a battle of attrition (similar to iraq). Should a battle of attrition occur then the expenditure on the invading force would be very high (as fighting as guerrilla war does not take as much money, since all resources would be sourced locally, people included).

As for these executions, they mean little in the grand scheme of things. it is a ploy by isis to terrorize the west, especially towards the general population. Whilst a minority may get angry at this, it sends a clear message to the populations and acts to demoralize them and prevent military action through collapse of the support for invasion.
