The bastard noticed I awoke and casually told me "we're here to check the fire alarms" they set the thing off and went on their way after. Now this isn't the first time they pull this, I'm thinking of changing the locks...

No it's not legal, of course it's not legal. You could have shot them both perfectly legally. Call a lawyer and find out about suing your landlord. Especially if it's a corporation rather than just some guy who owns your appt.

Typically, you get a notice ahead of time that they will be there. If you don't answer a knock, they will let themselves in and do whatever maintenance the landlord requires. Fire alarm testing is required by law, so you don't get to put it off.
