We, as humans, have seen the tremendous speed at which we can affect the evolution and growth of dogs. That being said I'm curious of something.

If we bred dogs to stimulate their intelligence, and continued to do so for generations and decades, would it be possible to create a canine intelligent enough to communicate to the extent that surpasses apes? I mean it seems logical that we could, especially considering the intelligence already possessed by some breeds as the Border Collie. It seems odd to me, with as experimental some people are, that this hasn't been looked into to a more extensive extent.
