I've got files named Policy.vpol in three locations on my system:
C:\ProgramData\Microsoft\Vault\AC658CB4-9126-49BD-B877-31EEDAB3F204\Policy.vpol
C:\Users\All Users\Microsoft\Vault\AC658CB4-9126-49BD-B877-31EEDAB3F204\Policy.vpol
C:\Users\<username>\AppData\Local\Microsoft\Vault\4BF4C442-9B8A-41A0-B380-D4A704DDB28\Policy.vpol
In my case, they are all dated three days after I first powered on this computer. Apparently they were created during my initial config process, when I was still installing Windows Updates.
When I did a search in Windows Explorer, only two of three files showed up. So check to see if you have three Policy.vpol files at the command prompt, like this:
dir c:\policy.vpol /s
Check the directory listing produced by the above command. The files should all have the same date/time and should date to the early days of your machine. They should all be about the same size. I've got two that are 1,496 bytes and one that is 1,486 bytes.
If you see one that is noticeably newer than the others, and/or significantly different in size, run it through a Jotti scan:
