Is C a good language to learn for a beginner?

I'd rephrase that as: is C worth investing time in? Yes and it's a lot simpler than C++ in any case. You will learn manual memory management which, will come in handy while working with more managed languages as you will have a deeper understanding of the underlying functionality and how the computer works. A lot of Object Oriented Programming patterns are overrated and should not be the primary focus when learning how to program IMO.

Java is an excellent and very common serverside language and jdbc tutorials should exist in abundance. You can get a free quota on Google App Engine if you want hosting etc.

Yes. Knowing C will make learning other procedural and even OOP languages much easier, since you will know what is actually going on (some kind of assembly would be even better, but it's actually not worth the trouble). A lot of modern languages use syntaxes very similar to C's, so there' that too.
If you want to use a language with some strange paradigm (e.g. functional like Haskell and LISP, logical like Prolog, ...) it will be a bit less useful, but then again those languages are fun to use but not really that useful to begin with.
