Rome fell because of Corruption on a scale rarely seen.

The basics are as follows:
1) Provincial governors were given the task of raising taxes.
2) They took bungs from the wealthy to under tax.
3) They skimmed from the taxes they did collect.
4) They hired mercenaries to transport taxes to Rome, who also skimmed from the pot.
5) By the time the tax take got to Rome it was sometimes only half what should have been collected.
6) Rome was forced to increase tax levels.
7) More people paid bungs to avoid paying full taxes.

That coupled with the Land Grant awarded to Veterans as the retired meant that Rome had to constantly fund expansionist campaigns to provide more land for Veteran settlements. Land in Italy was too expensive (especially given ever decreasing tax take) and even in the settled and peaceful Provinces (where governors grew fat and wealthy on the spoils of corruption) land (often owned by those same corrupt governors) was becoming too expensive to purchase for Veteran settlements.

So Rome was hit with the problems of ever increasing costs and ever decreasing tax revenues.
