If it's so easy for employers to employ cheaper people from overseas, they will do that and more and more locals end up on the dole. So while the new arrival is not a burden on the welfare system, their arrival has caused a burden on the welfare system, i.e. same end result.

How about a one-out, one-in approach? So someone can only come from country X if there's a Brit who emigrates to country X. E.g. last year 1000 Brits emigrated to France, so we'll accept 1000 Frenchies this year.

This means a democratic approach to whom we accept because the numbers are determined by our own citizens and we forge strong relationships with the countries our citizens are most interested in.
