He's one of those guys who, even in November, needs to have his windows open, specifically to blare his loud Fiesta music, forcing everyone in the apartment complex to hear it.

It's that caveman domination psychology, you know? He can't enjoy his music unless he knows everyone else is being forced to listen to it as well.

He is the grown up version of that stupid teenagers who drive in circles around town blaring their loud "thump" music. They aren't even going anywhere. They are just driving in circles, gaining much satisfaction from the knowledge that they are forcing everyone in town to hear (and feel) their sh;tty taste in music.

Because, you know, listening to it as a reasonable volume in his own apartment with his windows shut would make his penis shrivel up like a tiny black raisin and fall off.

That's seriously what would happen. And headphones!? Not even an option. You might as well shove a red hot railroad spike up his ass, because that's how painful it would be for him to listen to his music without ANYONE else being forced to hear it as well.

Oh, I've tried to have a conversation with the guy about it. But he never listens. Might go a day without blaring it after I politely ask him, and then the next day it's back to the loud Fiesta.

You know what's even more ridiculous? It would almost be hilarious if it wasn't so annoying:

He has his own pair of fucking maracas. And he shakes them to the beat of his music and sings along.

And he'll do this for hours on end. Every day.

He has absolutely no consideration for the other people in the apartment complex.

My neighbor rented out her three bedroom condo to some Mexicans. It's a clown house. I wouldn't say full bore, perhaps they have 7 people living there. Extended family I suppose. Two of them detail cars (or did, I think someone complained to the HOA). It didn't bother me that they were using a ton of water, because any Californian knows that it's the farmers in the San Joaquin Valley who suck up 70% of the water like a big, fat lobbying elephant to over water their almond crops which should be illegal. Other than that, two of them will leave the garage door open and sit out there in the summer. Big deal.

Who we have in my neighborhood that I can't stand, is a black cop who thinks he's the cat's a double s. The speed limit is 15 MPH, so of course he drives 40. So far he has almost run over my neighbor's daughter, and nearly taken out another neighbors AMG Mercedes which is his pride and joy.

One night I was out taking out the trash and the cop raced by. I noticed two of the Mexicans outside, and decided to break the ice by...cracking a very distasteful joke and saying: "Memín Pinguín, oficial de la ley." Google Memín Pinguín, you'll get my drift. They were taken aback, then started laughing hysterically. They thought that was great and invited me over to help rip through a case of Tecate.

I hate when I see cops speeding and their lights aren't on. Putting people's lives in danger.

I have the same problem with multiple neighbors in the large apartment complex across the street. Friday & Saturday nights from 8PM to around 4AM the mariachi dance music is blaring so loud it is hard to even watch TV. It is so loud that I can Shazam the music on my phone. It is not Mexicans that are the offenders here, but rather Domincans and Puerto Ricans. I've called 311 several times but the cops do not seem to care. They will claim they drove by and heard nothing, even though the music is playing loudly. About once very couple months one of the neighbors will have a backyard drunken Spanish Karoke party. and that is even louder.

Foam earplugs work really well.
They'll mute all that sound.

I was still in diapers when I learned how my volume and behavior could disrupt the people around me, and I would be punished if I continued to be loud and obnoxious.

Is it a race issue? I don't know many white people that blare loud music all night long. It's always the Latinos and Blacks with their Fiesta music and Rap. Especially in cities.

Another neighbor finally was forced to call the cops..they would have front yard bbqs with like 50 people and pee'd in everyone's yard and blast rap music...
they also wrestled loudly..moaning and grunting and I could literally smell bo from them flopping through the air.
Their child screamed all day and their dog was always barking.

Anyway...after someone called the cops, they stopped.
I'm guessing they just didn't know they were irritating.
