A SAFE SPACE for learning or anything would have to start with truly Gun-Free Zones in America, and that would require repealing the 2nd Amendment.

In the context of students airing grievances over perceived racism, a SAFE SPACE is where grievances can be aired without being portrayed as reverse racism.

Anytime black people have grievances (e.g. BlackLivesMatter) conservatives will portray it as reverse racism, and invite people to challenge it with free speech that reminds black people that they can also be racist.

Conservatives love to add insult to injury, and remind black people that it's about judging people by the content of their character, as if they wouldn't know that better than anyone, but conservatives want to lecture black people in something that black people know better than anyone, so that they can insult Martin Luther King and the whole history of black people fighting racism in America.

Back when I was at university, 20 years ago, the only time I heard the term "safe space" was on a sticker with a rainbow on the office doors of a few liberal professors. I assumed it meant that the professor would be kind and helpful to LGBTQIA students who had questions about their sexuality, which is fine...
