Should a minimum to survive be given to everyone?

Health care, education up to 2-4 years college or trade school, some type of credit/cash for food, shelter, utilities, transportation, necessities, stuff like that for everyone that wants it, all incomes. We can eliminate welfare, homelessness and starvation for what we're spending right now. This is what everyone is entitled to.*

Doing so would also stave off the upcoming revolt of the negroes and Trumpists -- thus preserving capitalism.
