My informants on the streets tell me that most of it has to do with Britney Spears, Christina Aguilera, and Gwen Stefani (who adopted a "slutty hot" stage persona) no longer being popular, while more conservative singers like Taylor Swift are in vogue now.

Actually no, there are usually reasons why, or at least plausible arguments to be made as to why. Many times the reasons are political. (i.e. the French decollétage style fell out of favor after the French Revolution, etc.)

Yeah there are times when that would be but right now I don't see any particular political reason. The way Taylor Swift, Lana Del Rey and all dress looks great and sexy to me, much better than the other singers you mentionned, so I don't think there would be any reason beyond that.
