First, as you said, they share the same biology, and second they share the same social background, the presence of both making your statement both inconclusive and irrefutable. Certain countries have nigh homogeneous biologic makeup, but the fact that the country also has unique social situations not shared by countries with more developed races means that you cannot determine which race is truly inferior.
