It would work fine. No problem.

We just cant mess with characters that have to be a certain race , like it would create a plot hole , or is a big part of the film or the film is a biopic.

You are right. The role was originally written for Stallone, but they reworked the screenplay when Murphy joined on, so obviously a white guy could play the role.

Having said that, I don't think I'd ever even want Foley to be played by anyone other than Murphy anyway.
