A governmental budget isn't a fixed income. It's dependent upon GDP which is dependent upon spending. Austerity reduces confidence which reduces spending which reduces GDP. Taking out loans at massively low interest rates does the opposite, and generally the growth outstrips the interest. The deficit is only a problem if you keep tanking the economy.
