No idea, but damn that sounds like a shitty idea. Just trying would attract all sorts of fed interest, moreso than selling pussy or drugs or guns. And it's the sort of thing that could bite you in the ass anytime for the next ten years when they nail whoever used it.

i have heard of people doing it, they just declare them as lost. also people sell expired passports and IDs (tho they are worth less)
