Hey /games/ I need some help

When I was little I played a car game where you were in the desert and you could add guns to your car, all I remember was that the main car you got was orange and in the opening cut scene there was a black man with an afro, drinking a slurpee. The graphic were blocky, much like Tomb Raider

Sound familiar to anyone? this would've been around the 2001-2004 era.
